What does this sign mean?

Anything that doesn't fit elsewhere - doesn't have to be AD related.

It limits parking in the layby - to those vehicles listed - between 9am and 6pm. By implication other vehicles cannot use the layby between those hours but any vehicle can park there at other times. By default any vehicle can park overnight provided it has departed by 9am unless it is of a type listed on the sign.

For example, if you are touring Norfolk in your caravan and you haven't booked a cottage you can stay the night but cannot use the layby as a base during your holiday.

Aaaaaah - so it allows locals without a driveway to leave their car there all day and night, and allows visitors to park/sleep overnight in the spaces, but stops people from dumping a huge motorhome in the layby and going walking all day presumably.

That's a most unusual set of circumstances, I wonder what is nearby that would have caused so much hassle for locals in terms of those spaces being obstructed by non-car vehicles.

The main purpose of the sign is to confuse the heck out of people so that they go somewhere else?
Your 'standard' is how you drive alone, not how you drive during a test.

It's in Walsingham, Norfolk - where we are as I write this...just here...

As well you know, the sign qualifies the road markings. Thank goodness you aren't having to deal with the driving around irreligious shrines!
