When can we expect the new Highway Code?

The Government consulted on Highway Code changes to improve the safety of cyclists, pedestrians and horse riders. In turn, IAM Roadsmart consulted us lot (with resultant press coverage). But does anyone have a clue when the Government will finalise these changes to the Highway Code?

What is more, I'm bitterly disappointed that the Government failed to consider motorcyclists in this consultation. Sometimes, it feels like I'm a second-class citizen as a motorcyclist.

When did we get promoted to 2nd Class?

My understanding according to the government the pecking order is

Cyclists & Public transport joint1st Class
Pedestrians 3nd class
Horse riders 4th class
Motorcyclists not even considered

The temporary cycle paths on London are going, to be replaced by Zil lanes.

The cycle lanes introduced for a trial (supposedly) period are doing exactly the opposite of why they were introduced. They have increased congestion and therefore pollution. Every time I have driven this area I've seen zero cyclists in the new cycle lanes.
However, our local facebook group on parking and travel reports cyclists still using the pedestrian only high street as a shortcut!

In Manchester they have taken out one lane in each direction of a dual carriageway (Bridgewater way) built to relieve congestion on a road that runs virtually parallel.
When I was cycling to work in Trafford Park I would always take the older road, now I guess both will be full of vehicles whilst the cycle lane averages one cyclist every two hours probably less not its cold and wet. ( I have been working from home since March so I have not travelled to my office)
