I've never seen one on an autopista (motorway) but yes on an autovia (dual carriageway).
Many people in Spain are passionate about cycling and there are rules and regs especially for them.
The website below is very good information about rules and regs even for casual tourists and visitors and english speaking residents.
The site is run in their own time by members of the Guardia Civil traffic department (Some autonomous states have their own - where I live the Mossos d'esquadra as the Catalan State police perform this function except on national roads where it is shared with the Guardia Civil).
