It can see parked cars as there's plenty of footage showing it unable to deal with on street parking of the uk. Sometimes queuing behind the parked vehicle.

Isn't stopping a way of 'dealing' with the situation? It's a big leap from that to planning a [relatively!] 'safe' route past an obstruction, with the system needing to know how to deviate from a path then return to it, without achieving an unintended scenic or vehicular interface opportunity ;)
Your 'standard' is how you drive alone, not how you drive during a test.
