Speeding in 30s is so wide spread it is normal. Out on the motorcycle either socially or observing, sticking to 30 (a real one!) through the villages will nearly always get you tailgated. 
As someone who promoted safety she should be acutely aware of the limits being imposed. I hope the court's decision reflects this.

Ive been pleasantly surprised over the last 2 months. Ive driven half a dozen times to Covent Garden and a third of the journey is in a 20 limit the rest 30 limit. Keeping to these limits posed no problems as every one was acknowledging the limits. Made for quite a relaxing drive particularly for the late night journey home.

Most cars these days have speed limiters fitted and some have a nice little display of the current limit - two quick clicks and it can be set.
Given the greater priority now (at last) being given to more vulnerable road users the lady should have had more sense.
Having said that and even with the technology we can all make mistakes, once or twice!
