The rules in Spain concerning phone use are strict. It is not permitted to use 'blue tooth' ear pieces and if using a phone (hand held) the car must be off the road and not simply parked. Surely definitions of highest / standard / qualification all needed?

There is definitely a rise in cars that sit comfortably at speed and isolate the driver - meaning that perhaps some drivers are less aware of their speed?
