I know it's not the news organisation making the comments in the article but some of those they relayed do make me wonder, however they've used a click-bait headline
that fairly drips with false outrage.driver overtakes FOUR cars in a row by driving the wrong way down the road

Worth asking what the extra words give. I imagine driving through a town and seeing no road users for a goodly distance but, perhaps, people on footpaths who might step into the road without looking.

;) I think userLeft1 was suggesting that magistrates are generally protected from having to understand technology, by prosecutions generally only being taken forward when the margin of error means the offence is clear cut, but in this case the magistrates mislead themselves into thinking they could...

Based on 00:25-27 I'd say there's a fair chance that the first rider was offside at the double white line, had to make a very hasty return to the nearside, overdid it, clipped the verge, leading to serious instability.
