You used the term 'safely'. It's undeniable that travelling faster extends reaction time and can substantially extend braking distances. Traveling faster is a compromise. Rarely, for most drivers, are journeys time critical. Hmmm, we're back to should the car have airbags or a spike in the steering...

I've just done a 14 minute cross-town (Newbury) journey. A mix of 30 & 40 limits. Probably able to travel up to the limit for a third of each. But with the variety of junctions and side turnings, roundabouts, pedestrian crossings (zebras, light controlled, central islands), a school, refuse bin...

The trouble with having a mobile phone interlock it will affect the popular navigation apps, and maybe also affect built-in satnavs. Would be trivial for the phone OSes to go "oh, you're docked to a car, sorry, no social meejda for you". I think Apple phones do actually have a driving mod...
