There were a lot of autonomous cars to be seen on the roads around here, but they seem to have mostly gone.

mmm - yet another load of optimistic talk with little realism!
How exactly would cars attached to this network know that it was safe to go around the bus (presumably without having to look) unless every vehicle that could be on the road was also on that network? Horse / pedestrian / cyclist / road-sweeper / car not attached to the network - there are many reasons why there could be something the other side of this hypothetical broken down bus...
The biggest issue with autonomous technology is the sales patter which leads people to believe that they no longer need to take responsibility for their decisions - you are attached to the smart city network, you no longer have to see whether it is safe to move around the broken down bus - the system will tell you... bang, oops, killed someone - well they should have been plugged into our smart city network - collateral damage - carry on!

Can the thing look for feet crossing under the front of the bus? I doubt it.
These things will only be any good where there is complete separation of different classes of road user; can you imagine a European city like that? It'd take the entire essence and reason for being out of the place.
