Adding to saccades and A-pillars is the thought that users on main roads don't often, (that is, aren't mentally prepared to), give horn warnings to users intending to emerge from side roads.

Given that most British drivers use the horn as a rebuke and not as a warning, they are not mentally prepared to use it at an apprpriate moment, usually using it too late when its use becomes counter productive.

Unless you're urgently taking some other avoiding action as well, a horn warning is almost pointless.

Time it takes for you to react and toot
No idea whether the other driver will hear it
No idea whether they will realise what it means
No idea whether they will react, whether that will be appropriate, or sufficient

An earlier hoot if they are still rolling is always a good wake up call.

An earlier toot if they are looking in the wrong direction is always a good wake up call.

You toot, it's ignored. Unless you have taken additional action, you're several seconds closer and nothing else has changed.

Similarly, the Kent Police 'Riding Plans' video suggests (at a blind crest IIRC)"listening for an answering horn". How many people would even think of that?

I didn't say it wouldn't work. Just that you can't rely on it achieving what you want.

FWIW I gave someone a headlamp flash this morning as they start to change lanes in front of me - but I didn't continue on at the same speed!

I think this is the issue; a horn warning is short-range.
