I completely agree that a two second minimum signal, where required, is about right before changing lanes on a motorway.
But there’s scope for misinterpretation as I see almost every time - a driver signals and then, after a second or two, assumes the god given right to change lanes… regardless of other drivers’ cooperation or not. Considerate, safe and defensive driving means the majority of other drivers will of course cooperate, but that should not imho be taken for granted.
HGVs with big blind spots are of course a different matter, and all the more important to actively cooperate. But again… I don’t think it can be taken for granted, yet it often seems to be so (and failures are not always attributable to blind spots).
