If drivers actually used lane 1 as the driving lane and all others for overtaking only then maybe tailgating would not be such a problem

I find I mostly get followed too closely on single carriageway roads rather than dual and the offending vehicle is quite often an SUV type; we will often be the only vehicles on the road as well.
The usual practice is to pull over and let them pass; then more often than not they make no better progress than before.
I do believe that there are now a lot of drivers of these vehicles that look for other similar ones (especially before emerging from junctions with limited visibility)and not for lower or smaller cars. In other words they look over obstacles such as hedges or parked vehicles and are not looking for the actual road surface to be clear.

German autobahns have had following distance cameras for at least 10 years.
