Drivers driving less, but more traffic?

Interesting reading.

To summarise:
Young people are driving less, and car ownership amongst young people is decreasing, yet the government thinks that traffic density and the number of cars on the road will increase substantially over the next few years.

How much of that is a direct result of the cost of insurance? I think there's a tendency for people to find (and claim) positives when choices have been made through necessity.

I think this is due to very young people (17-21) delaying when they learn until after Uni (or more established). I believe the number of drivers and miles will continue to increase in the medium term.
