Interesting.
I spoke to a Bristol Guy on the Breakfast club day Sunday in his Tesla .
The explanation from Tesla along these lines was excellent.

The batteries have a finite life! Over rating them could potentially shorten this and the batteries fail.
Under rating them keeps them reliable. As the tech develops they are confident in increasing this and uprating them.
Where they are not so sure they charge a fee for the upgrade which offsets the Warranty claim if not.
