I'm in a bolshy mood.

I would drive as slowly or as fast as I judge conditions dictate; that means all conditions and not just the state of the road surface. It would include my own mental and physical state or whether I am carrying passengers etc..

It's the sort of dumb question I'd ask if I were minded to go on a wind-up. Which I would never do. ;)

It was to do with how AD started "back in the day", pre NSL and today, where all impetus is towards more slowly everywhere.

As slow as is necessary for safety, as fast as is safely possible. Any fool can go quickly, only an expert will know when and where to go slowly and then how slow to go.
