Said the investigating officer.

I believe those factors are responsible for only a small proportion of serious accidents.

correct, they are not as statistically significant as suggested, however they are perhaps the most significant of causes that can be measured / observed / dealt with...

far more difficult to deal with emotional issues in a driver / lack of observation / tiredness / etc.

The majority of collisions are caused by ordinary people who are not drugged/drunk or texting or speeding (in their opinion).

IIRC the majority survive until non-vehicular-involved death without having taken any post-test training . . . ;)
