I could pay full attention to a stationary minibus in front of me - instead of being on the phone - but unless I understand what I'm seeing soon enough, then take appropriate action, the situation will still be as bad.

Anything more is programming which, with connected vehicles technology included would have the bus sending a message to vehicles in the area which says "Stationary, door open, passenger alighting", so the other vehicles could react accordingly.
