Not nessecarily. Some drivers only Left foot Brake to remove what (little) time lapse there is in transitioning between the pedals. Others blend both methodically as they drive. Both in any case are usually applied in competitive driving rather than any form of road driving, even if spirited.

We have those drivers that failed to handle a jamme accelerator pedal to thank for cars that disable the throttle when the brakes are applied.
