As you say if they have a licence and can exhibit reasonable care, then that's it. Oh, the "reasonable care" that means they very often drive so close to other vehicles such that overtakes are not possible. Now, the HC on that? If they didn't drive so close they wouldn't be able to see it...

Look on the bright side!
If everyone drove closer to the speed limit there'd be less, legal, opportunity to overtake - less practice.
Likewise if people knew the rules and didn't hesitate (I'm thinking mini-roundabouts) some of us would make slower progress.

They must have very good accelerator pedal control to maintain that 40 mph. Except they often don't and this annoys me at other speeds too, folks who can't use the accelerator to ensure the speed on the flat is maintained up the hill. Cars not so much but vans yes it does matter.
They tend to be better protected from the break in point of view these days. The manufacturers are aware of this but still IMO do not do enough.

Historically we have always had a great degree of integration and our finances have always been linked.
If we were now to break away from that it would be truly revolutionary and I wonder how many people understand that.
