If was considering that budget, I wonder if I'd spend half on a car (E46 M3 perhaps?) and the rest on doing things with it.

Take out the self-selecting candidates (drink, drugs, stolen vehicles, no license, no seatbelt etc.), and I bet it'd be a lot lower than that too.
