That was sort of my point. I would imagine that dual controls are much more about protecting the instructor’s pride and joy from minor damage, than major safety considerations. I would think that a lot of us commenting on this site have never been in a dual control car. Whatever the rights or wrongs...

a minimum of 10 hours’ professional tuition in a car with dual controls.
Why? Surely the dual controls are only necessary at the very beginning of training (and for many are not required at all). How does 10 hours with dual controls improve safety in any way?

For a 'Police Chief' he is surprisingly uninformed about how the law actually works. Even with a supposed absolute offence like speeding, custom and practice have modified the point at which a chargeable offence is seen to have occurred (normally 10%+2, but certainly not 1mph over the posted limit)....

I rarely ride with others, but I do take the primary position where I think appropriate - doing so once resulted in a rather unpleasant confrontation after someone decided to make a point... Just been reading about the situation in Cambridge where councilors are saying that they wouldn't have introduced 20 limits if they had realised that the Police wouldn't enforce them. In fact the Police have stated publically that they won't enforce - arguably making the situation worse than before...
