It limits parking in the layby - to those vehicles listed - between 9am and 6pm. By implication other vehicles cannot use the layby between those hours but any vehicle can park there at other times. The EU standard is a minimum with Member States free to require higher standards as I understand it. Has the distance to read a number plate always been 20 metres (or imperial equivalent)?
