I have seen Advanced Drivers make a lot of mistakes while using the phone.
It takes a very specific set of skills to manage to drive safely while talking on the phone, but it can be done.

that depends largely on what is being talked about and the measurement of 'distraction'. IME in the real world, passengers who match their conversation to developments on the road ahead are rare (including Roadar instructors). Listening to the radio is a much more passive experience than talking over the phone, unless one is singing along to a tune. Already answered in this thread: if compared with drink-impaired drivers, who are impaired for their entire journey (successful or abruptly-ended), drivers using phone are only impaired during and around that time. It is true that in the attempt to reduce the impact of Texting while driving, other distractions like eating and drinking while driving (exceedingly common, and very dangerous) or using the phone in general -have been neglected.
