Yes thanks and I found it via a bit of searching, it appears to be nationwide, mentioned by many forces with that as the cantral response point.

Seems to be endemic nowadays, including the majority of Police vehicles I see stopped at traffic lights.

Basically, I think he's Old School. Although how he came to join the Police is a sad tale, told elsewhere.
Old School is how it was with my Observer checker when I was an IAM Observer long ago. Class One local Traffic Officer.
That was the informal, not broadcast, true point of the IAM.

Forgive me but I'm not quite understanding the OP's initial post. How does joining here improve skills for a current ES driver, presumably subject to regular checking of those skills and, of course, able to use exemptions to really demonstrate those skills? Sorry for the late reply, I wasn't saying...
