Yes. They will have an equivalent i'm sure but the UK parliament generally doesn't legislate for the Isle of Mann.

Surely the whole point of being able to complete the manoeuvre within 50% of the distance judged as being available is because it is impossible to guarantee getting right.

The trade-off between flexibility and certainty. The Germans tend towards certainty, the British flexibility. The latter probably favours those more focused on their driving, the former on those more focused on getting from A to B.

The current regulations do not refer to essential or non-essential but 'reasonably necessary' for a specific purpose. If your policy requires you to comply then non-compliance might invalidate it.
