But rather than trying to avoid a penalty on a technicality... If drivers are expected to follow the rules 100% of the time and not get caught speeding, surely also it's a valid expectation for the authorities issuing tickets to get it right 100% of the time. And when they don't, they get sanctioned?

I found that driving a 26' American camper van through London whilst navigating using the A-Z on my knee was a little challenging.
