I've seen plenty of average speed enforcement in the roadworks to convert motorways to "managed" or "smart". I don't think I've come across it on completed stretches. Your point about lower speed limits on congested stretches increasing time separation interests me. I've noticed ...

They're a way of adding lane capacity, with the enforced variable speed limits reduce speeds to improve the time separation between vehicles. Do the variable speed limits achieve that, though?
