I wonder how many are genuinely too bright, and how many are just badly adjusted (possibly coupled with dirty/scratched lenses that cause additional scatter). And also how many are dodgy aftermarket modifications, particularly those fitting xenon bulbs into fittings not designed for them.

If the driver is required to be alert and ready to take control then they might as well drive it themselves. Suspect most users of it won't be changing lane at all. That's the whole point of it. Someone moving into their braking gap may cause their car to slow down. Iirc when audi first rolled it out they had to dial back the aggressiveness of the braking.
