The UK Parliament can't legislate for the Isle of Man, because the Isle of Man isn't in the UK. The Isle of Man Act 1978 does give the Crown powers to make Orders in Council that have force on the Isle of Man, but I'm not aware that any such order has been made putting the TSR&GD into effect the...

Hmm. I think that what I do is to brake as I would in a manual, well into the third phase. As the speed gets very low and I ease off the brake, there comes a point where I can feel the engine start to pull against the brakes again (I suppose this is when the engine speed drops below idle). Some cars disable the throttle if on the brake so would not be possible in them anyway. I haven't come across a system like that. It's not a legal requirement, just a recommendation. Since you've got LEDs, you would not expect them to fail as you might a filament bulb.
