FWIW I also wrote to my MP some months ago, suggesting it might be time to review the underlying legislation that permits local authorities to set arbitrary speed limits. We had a blanket 20 limit installed in my village a few years ago. 20 is more than fast enough on all the side roads but on the main road through (which is also a bus route) I'd estimate less than half stick to 20 (including the buses), and probably 15-20% don't keep below 30. I suspect that this driver falls into the "looks ahead, sees nothing to the sides" category. Even in perfect conditions, she probably wouldn't have noticed anyone on the footpath.
