Something like 1/12 of mway fatalities happen on the HS and about 100 people die or are injured in HS collisions ever year. Everything's a trade-off. Indeed. The point is that on a Smart Motorway there is no way to get out of the live lane other than into a refuge which very easily could be too far away. On a DC you will usually have some way of at least getting mostly out of the way. The former is inherently more dange...
